Mangalore University Academic Council inducts new sports policy

Mangaluru, July 27,2016:  The Academic Council of MU, Mangalore University, adopted the university’s sports policy here on July 26, Tuesday.   The policy aims to support the athletes and promote sports activities.   The meeting was chaired by Mangalore University Vice Chancellor K Byrappa.

Appreciating efforts of the university, MLC Ivan D’Souza said he would move a calling attention motion in the Legislative Council urging all the state universities to consider the sports policy of Mangalore University as a model and formulate their own sports policy to promote sports. "I was demanding for a separate sports policy for the university as a Senate member in 1996. The demand has been fulfilled now," he stated.

The VC said a 16- member committee was constituted last year to formulate the sports policy. An amount of Rs 1.83 crore has been provided for sports activities under social grants every year, he added.

Explaining the sports policy, Department of Physical Education Director Kishore Kumar C K said five seats in each BA, BCom, BSc, BSW, BCA and BBM courses would be reserved for candidates with outstanding records in sports and games. The seats would be allotted outside the sanctioned strength approved for the course. One seat each has already been reserved for sports talent in PG courses from last year, he explained.

Insurance : An insurance scheme for the players would be prepared to insure them against sports accidents, sports injuries and other exigencies.   The university plans to chalk out a suitable insurance plan to cover the accidents occurring in the coaching camps and inter- university tournaments.

Incentives : The policy also speaks of incentives to the All India Inter-University Tournaments/competitions/ prize winning sportpersons after getting the approval of the university sports committee. Accordingly, the incentives are - for setting an All India University record - Rs 25,000, AIU gold medal - Rs 25,000, AIU silver medal - Rs 15,000, AIU Bronze medal - Rs 10,000, team events All India-Rs 7,000 (I), Rs 5,000 (II) and Rs 3,000 (III), zonal place holders - Rs 5,000 (I), Rs 3,000 (II) and RS 2,000 (III) and inter-collegiate new meet record -Rs 1,000.

Sports Grading : Prof Kishore said that the colleges affiliated to the university would be graded on the basis of their sports performance every year.   To encourage rural women students studying in the affiliated colleges, inter-collegiate rural women’s sports meet would be held in volleyball, kabaddi, kho-kho and throwball.

The policy also said that the university will roll out affirmative programmes for differently abled persons to enable them to take to sports with confidence. Inter-collegiate and inter-school competitions would be organised for differently abled persons during Mangalore University inter-collegiate athletic meets.

Grace marks : He said the sports policy has framed a regulation governing the award of grace marks to undergraduate and postgraduate students.   To promote sports talent, the university would have USSE,University Sponsorship for Sports Excellence.

The university will spot talent and nurture them by way of financial assistance for coaching, nutrition, equipment and participation. The university would also propose to award sports talent scholarships to undergraduate students.  The scholarship amount of Rs 1,400 per month in a year.

A university disciplinary committee would be constituted to tackle disciplinary problems related to player/athlete, coach, manager and physical education director firmly. It also provides guidelines to conduct tournaments/university team selection, method of drawing fixtures and norms for sports quota admission for undergraduate courses.
