Mangaluru, Mar, 25, 2015:  Speaking at the academic council meeting here on March 24,  Mangalore University Vice Chancellor Prof K Byrappa said that for the teaching and non teaching staff, the University is all set to introduce face -reader system for the teaching, non teaching staff and students at the university campus, two constituent colleges in Mangaluru and Madikeri and at Chikkaluvara PG Centre shortly to record attendance.  The system will be introduced within two months. For the students it will be introduced  from the coming academic year. The Syndicate has accepted its introduction.

VC said that the State government has sanctioned Rs 80 crore for the Advanced Science Research Centre at Belapu, proposed by the Mangalore University. The Cabinet has agreed to release Rs 15 crore as first installment.

Affiliations  :   Academic Council approved the new affiliation to five colleges in its jurisdiction. A total of seven colleges had applied for new affiliation. Affiliation to two colleges were withheld as the local inspection committee was asked to revisit the colleges to inspect the facilities, in the month of May.

The VC said "the university will write to ’The Vinci International Institute of Design, Mangaluru’ and ’Nidhi Institute of Creative Art and Management, Mangaluru’ on fulfilling the conditions laid down by the local inspection committee (LIC) and the committee will revisit the college to ensure that conditions are fulfilled before affiliation."

The other five new colleges are BGS First Grade College, Kavoor; Alva’s Evening College, Moodbidri; Nishara Degree College, Harekala; Meredian College of Hotel Management, Koteshwara and Green Mountain Evening College, Madikeri.  The Council agreed to continue affiliation of 92 private colleges, of which the committee will visit two colleges for re inspection. The affiliations of twenty two private colleges continued and extended. The council also gave its nod to continue the affiliation of 22 government colleges and the  Committee  will revisit a college for inspection. The affiliations of 13 government colleges were extended.  The VC directed Joint Director of Collegiate Education Raghavendra Patil to write to the government on e-journals for colleges.

Joint Director said that  if the government colleges lack basic facilities, then it will be brought to the notice of the government to improve the facilities. If the University fails to give its nod for continuing the affiliation, then we can not do anything to improve the college. The LIC should not consider government colleges that are in an infancy stage to be on par with the private colleges.

Evening college : The Mangalore University has decided to start evening college in one of its constituent college at Mangaluru for the next academic year. The council has also decided to start first grade college by Vishwamangala Education Society in the Mangalore University campus at Mangalagangothri. In the beginning, BA and BCom courses will be started.

Special classes : The academic council approved  conduct special classes for foreign students who will face attendance shortage owing to late admission, to make up the attendance shortage.  As per the guidelines of the government, 75 per cent attendance is mandatory for a student to write the examination. To make up the lost classes, special classes will be conducted. The Chancellor has given his nod to statute governing the establishment of post graduate department of Industrial Chemistry in Mangalore University.

With this, the university will have 26 departments. Registrar Prof P S Yadapadithaya, Registrar (Evaluation) Prof B Narayana and Finance Officer Prof Pakkerappa were present.

Rs 36 lakh - fellowships  :  Mangalore University in its budget for 2015-16 has set aside Rs 36 lakh for awarding University Research Fellowships, for 30 students.  Finance Officer Prof P Pakkeerappa presented the budget.

It has reserved Rs 50 lakh for research scholars gents hostel, Rs two crore for the construction of Dr B R Ambedkar Research Centre at Mangalore University campus, Rs 50 lakh for rain water harvesting, Rs 25 lakh for international student centre expenses, Rs 25 lakh for the expenses of adjunct faculty and Rs 50 lakh for conducting open house.

The Academic Council in its meeting on Tuesday approved a Rs 4.70 crore deficit budget for 2015-16. The total receipts have been estimated at Rs 187 crore and expenditure at Rs. 191.70 crore. In the 2014-15 budget, the deficit stood at Rs. 3.70 crore.   The budget has also reserved Rs two crore for Pareeksha Bhavan, Rs 50 lakh for renovation of science faculty building, Rs 50 lakh for campus infrastructure development, Rs one crore for Advanced Science Research Centre, and Rs one crore for establishment of Brahmashree Narayana Guru Peeta.

The Finance Officer said under non planned grants, the university was expected to get Rs 139.14 crore during 2015-16. It was Rs 130.20 crore during 2014-15. The income has been increased by 8.94 crore.   Under non planned expenditure, the expenditure would be Rs 137.11 crore. It was Rs 123.28 crore during the previous year.

Under planned grant, the expenditure for the year 2015-16 is Rs 47.87 crore and it was 45.93 crore during 2014-15.Under planned expenditure, the expenditure would be Rs 54.59 crore. In the expenditure columns of the 2015-16 budget, about 41 per cent of the revenue is expected to go for salary of its employees and 15 per cent for administration and eight per cent for examinations.

Special  faculty :  From the coming academic year, the postgraduate students of Mangalore University can listen to lectures by eminent personalities from India including that of Indian Institutes of Technology (IITs) and Indian Institute of Science (IISc). The budget has earmarked Rs 25 lakh for the purpose.

They will be called ’adjunct faculty’ members of the university. The concept is popular in western countries. They are not employees of the university but will work for the university, which in turn will take care of their travel, boarding, lodging expenses and will be paid honorarium.

’Open house’ : The VC said that the university will conduct a two-day open house on its campus at Mangalagangothri, to showcase the strength of post graduate departments and facilities available at the university for those who would opt for the courses. The open house will be conducted just after final year UG examinations get over, to help students to take a decision.
