MP’s provocative speech reports submitted to JMFC court: Commissioner Chandrashekar

Mangaluru, Jan 03, 2017 : City police commissioner M Chandra Sekhar said the complaints have been registered as ’non-cognizable’ offence. "We have taken note of the complaint and it amounts to non-cognisable offence under IPC 506. Under this section, offences are categorized as cognizable and non-cognizable. Police can directly register complaint if the comment was cognizable. Under NCR (Non-cognizable Report), police will submit report to JMFC Court and the court will decide about further action," he said.

 

commissionerThe reprts have been submitted to JMFC court in connection with two separate complaints against Dakshina Kannada MP Nalin Kumar Kateel under Section 506 of the IPC for his provocative speech at Konaje during a protest rally on Sunday. The complaint has been registered at Konaje police station notwithstanding the MP expressing "regret" over his remark.

On Monday, Congress and Democratic Youth Federation of India filed two separate complaints with police seeking action against the MP. Congress workers, led by Ullal Block Congress president Santosh Shetty, and DYFI activists, led by its Ullal unit secretary Jeevanraj Kuthar, filed complaints with Konaje police on Monday.


Asked if there was need to file an NCR since Nalin had regretted his remarks, Chandra Sekhar said: "His regret statement has nothing to do with police filing NCR. We have registered case as per law."
Asked about the delay in arresting those involved in the murder of 27-year-old Karthikraj, son of a BJP worker in October last, the top cop said police have not yet received any crucial clues about the assailants and as a result there was a delay.


In a related development, V Kukkian, district secretary, Communist Party of India, condemned Nalin Kumar’s remark and said the MP has shown his real face in the speech at Konaje Police Station.
