MCC’s agreement with Firm signed to collect and transport waste for 7 years

Mangalore, Sep 04, 2014: According to a press release issued by the MCC,  an agreement signed between Mangalore City Corporation (MCC) and Mumbai based Antony Waste Handling Cell Private Ltd, for handling municipal solid waste, enables the company to take up  work of waste collection and transportaion for a period of seven years.

 

The project comprises of mechanised primary and secondary collection of municipal solid waste, transportation of waste, mechanised road sweeping, mechanised refuse transfer station, material separation and processing and engineered sanitary landfills.

While the third package in the three package system, has been already handed over to another contractor who is handling waste at landfill sites, the first two packages deal with waste collection and segregation.

The contract aims at 100 per cent door-to-door collection of solid waste from all 60 wards covering 90 per cent of the properties using hydraulic vehicles, unlike the current system of transportaion of garbage in open trucks.

The sanitation works to be taken up by the company include street sweeping, vegetation cutting, desilting of storm water drains, foot path/divider cleaning, maintaining sanitation of open space / building maintained by Mangalore City Corporation.

Under the project, mechanised sweeping will be carried out in the South Zone of Mangalore while beach cleaning will be done in North zone. GPS technology will be installed in secondary collection, recording the real time fuel level and vehicle location. 

Antony Waste Handling Cell Private Ltd will invest approximately Rs seven crore on vehicles for this project and will submit a performance bank guarantee of approximately Rs five crore. The proposed contract period of the project is seven years, with current estimate of approximately 200 tonnes per day with an estimated billing of Rs 18 crore per year.

The contractor will deploy, operate and maintain all the vehicles and equipment for the implementation of the project.

MCC will collect user-fee charges from the houses in the form of SWM cess.  The pilot project, touted as first of its kind in the State, aims at implementing the SWM (Rule and Regulations), 2000 on a comprehensive way, avoiding multiple handling of garbage.  Agreement was validated by Mayor Mahabala Marla and Antony Waste Handling Cell MD Jose Jacob, after due study.
