Lobbying to be ’Registrars’ at Mangalore University

Mangaluru, July 22, 2015 :  The media has been told that professors are lobbying for the posts of Registrar (Administration) and Registrar (Evaluation) at Mangalore University, as the tenure of incumbent Registrars may be over in a month.


Lobbying to be ’registrars’ at Mangalore University P.S. Yadapadithaya, Registrar (Administration) and B. Narayana, Registrar (Evaluation) would complete their three-year tenure August end.  Their appointment orders, issued three years ago, the government has not specifically mentioned that they have been appointed a for three-year tenure, so there is a question mark.  It is known that the orders said that they have been appointed “until further orders”. 


The government normally appoints Registrars for a three-year tenure.  The Karnataka State Universities Act, 2000, is silent on the tenure of the Registrars.

Sources said that a candidate each from the Departments of Political Science, Statistics, Economics, Chemistry and Commerce are aspirants for the posts. Some of them were busy meeting Ministers, MLAs and MLCs.


According to Section 18 of the Act, a senior faculty member of any university could be appointed as Registrar (Evaluation) in addition to a Karnataka Administrative Service (KAS) officer not below the rank of Group A senior scale, who could be appointed to the particular post. According to Section 17 of the Act, an officer of the All India Services working in super-time scale could be appointed as the Registrar (Administration).

It was the last BJP-led government which deviated from the Act and began appointing faculty members as Registrars (Administration). The then Minister for Higher Education Arvind Limbavali, at a convention on higher education at St. Aloysius College here on July 12, 2009, announced that academics would be posted as university Registrars, both administration and evaluation.   He justified it stating that it was based on demands from students and teachers as they could understand the issues better and address them.

Sources said that Karnataka State Higher Education Council, in a recent meeting, has taken an exception in appointing teachers of a University as Registrars of the same university. It was because it might not be possible for them to provide bias-free administration due to various local factors.

They said that the council has also recommended the government to avoid to the maximum extent appointing teachers from a particular university to the same university as Registrars.

A journalism teacher from the University of Mysore is one of the key aspirants for the posts of Registrars at Mangalore University, according to sources.  The teacher in question had earlier taught journalism at a degree college in Dakshina Kannada.
