The now-withdrawn circular, mandated by Social Welfare Minister HC Mahadevappa, stated that only 10 national festivals are permitted to be celebrated within these institutions.

These included Republic Day, Independence Day, Mahatma Gandhi Jayanti, Kannada Rajyotsava, BR Ambedkar Jayanti, Valmiki Jayanti, Kanakadasa Jayanti, Basava Jayanti, Constitution Day, and Yoga Day.

The directive had imposed restrictions on celebration of festivals like Ugadi, Ramzan, Christmas, Eid Milad, and Sankranti, in government educational institutes. However, the order now stands withdrawn.
