HR violation, many cases against city police pending, Police chief at workshop

Mangaluru, Jan 19, 2017: At least 12 cases of human right violations are still pending against police personnel in Mangaluru City Police Commissionerate. These cases are an outcome of people, bureaucrats and media expectation of instant results from police whenever there are sensational murder, riots and other major clashes, said M Chandra Sekhar, Commissioner, Mangaluru City Police.

On Jan 18, Wednesday, city’s top police official addressed a three-day workshop on ’Medico Legal Aspects of Narco Analysis and Brain Mapping. It was jointly organised by Yenepoya University and SDM Law College Mangaluru in association with Yenepoya Narcotics Educational Foundation of India (YNEFI).

Cases of human rights violation include illegal custody, custodial violence and alleged misuse of power. "This was because there was immense pressure in some of the crimes in city," said Chandra Sekhar, adding, some people even have threatened that they will bring city to ’standstill’ if some cases are not detected instantly. "These human right violation cases also have brought down morale of police force when one of their ilk is booked."

In such cases, narco analysis and brain mapping has contributed to development of advanced techniques to enable law enforcement agencies to uncover the truth from the accused. Every person is endowed with fundamental rights and these rights are to be respected. "However, there are road blocks in the way of implementation of advanced investigative tests like narco analysis and brain mapping. But narco analysis is futuristic in nature and standardization is needed for its wider application in the field of jurisprudence. Narco analysis protects human rights and ensures to protect the innocent. Its nature and application narco analysis technique will not harm the person who is alleged to be found guilty," he added.

When such techniques reduce the burden of law enforcement authorities, which are humane in nature, protect human rights, reduce pain of both the accused and the investigating personnel then such techniques or methods will definitely find place in law enforcement. "The practice of narco analysis and brain mapping has reliability from 90 to 50 percent. The evidence is used as a support to guide the investigation and it is not evidence in the eyes of the court," Commissioner Chandra Sekhar added.
