Mangaluru, April 17, 2016:Holding an official meeting in the wake of Kerala fireworks tragedy, DK  DC Adoor B Ibrahim on Apr 16, Saturday said that the organisers of festivals and other programmes should mandatorily obtain a licence in form LE-6 under Explosives Rules 2008 from district magistrate for public display of fireworks.

Adoor B IbrahimThe powers to issue permission have been given to assistant commissioner or sub divisional magistrate of the respective jurisdictions. Organisers should submit application under form LE-6 at least 10 days prior to the fireworks display date. Details of the place, consent from the owner of the land, photo of the applicant, NOC from the police, fire and emergency department, certificate of safety measures and details of all workers involved in the fireworks show should be submitted along with the application, he said.

Permission for fireworks will be given only after verifying the NOC from the police, fire and emergency department, certificate of safety measures and details of all workers involved in the fireworks show. If all the conditions in the Explosives Rule 2008 are adhered, the competent authority may issue permission for fireworks with conditions regarding safety measures.

The quantum of fireworks should be mentioned in the application and fireworks should not exceed the sanctioned quantity. There should be sufficient distance between the fireworks display area and the storage place and public stands. Fire extinguishers and sufficient water  sources should be arranged through fire and emergency department.
