Fines for ignoring clean norms hiked by MCC

Mangalore, July 31, 2014: It is reported that the fine payable has been revised as per the bylaw on control of malaria and other related diseases caused due to mosquitoes 1977 column (8). The action is to stem the escalating malaria cases in the city area. Other matters too were decided as follows.
The revised fine is to be as follows : Residential buildings—Rs 500, Commercial buildings—Rs 5,000, construction in progress buildings—Rs 15,500 and apartments—Rs 5,000. The decision is taken following increase in malaria cases reported in the city. The council said that fine will be imposed after issuing a notice to maintain the cleanliness and carrying out an inspection after 15 days.
If the underconstruction buildings and apartments fail to adhere to the norms even after the notice, then the facilities will be withdrawn and building license will be suspended.
Parking : With regard to high parking fee, questioned by corporator Naveenchandra, Mayor Mahabala Marla said that the MCC is to put up a board on the amount of prescribed parking fee near the parking areas. There are complaints on exorbitant fee collected by the contractors. The Mangalore City Corporation is also planning to introduce a system to rationalise the fee payment. In charge Commissioner Gokuldas Nayak said that the contract for collecting the parking fee at Hampankatta has been terminated for collecting exorbitant fee.
Dog menace : Pertaining to stray dog menace in Mangalore, Corporator Prakash Salian said that 7,709 dogs have been sterilised in the last four years. However, the stray dog menace has increased over the years. There is a need to construct a shelter for stray dogs, he said.
Street lights : Maintenance of street lights, all the corporators demanded action against contractors for failing to maintain the streetlights. The Mayor said that within a week, all the pending complaints should be solved. The engineers should make a list of fuse boards that require immediate attention. If the contractors fail to repair streetlights, then a committee with chief whip, opposition leader, standing committee presidents can take a decision to terminate their contract.
Computerisation : Computerisation of all sections in the MCC, it was decided to constitute an expert committee and then call for tenders.
On bidders quoting less than Schedule of Rates for a work, it was decided to conduct third party inspection of the completed work within two weeks of the work and the bills should be kept ready within a week after its completion.
Water connection : The Council approved the proposal to provide water connection to economically backward families by paying Rs 500 under Jalabhagya yojane scheme. The council also decided to disconnect all the unauthorised water connections after six months. Deputy Mayor Kavitha was present.
