DSS to pursue Kambalapalli carnage case and other matters at Bangalore soon

Mangalore, Sep 8, 2014:  Addressing mediapersons on September 7,  DSS - Karnataka Dalitha Sangharsha Samithi (Ambedkar faction) State Chief Convenor Mavalli Shankar has strongly demanded the State government to re-investigate and start trial on infamous Kambalapalli carnage, where seven Dalits were burnt alive on March 11, 2000. Dalits will organise a huge rally demanding the same, at Bangalore, during the last week of September, he said.

 

 

 

 

 

 Mavalli Shankar defied the judgement of the State High Court on the case dated August 21, 2014, which upheld the decision of Kolar Sessions Court acquitting all 46 accused as complete failure of prosecution. Because of adverse statement of evidences and understanding of prosecution, victims didn’t get justice. “However, many have submitted petition to the High Court to become witness in the court. We have discussed the matter with the home and social welfare ministers.

The case should be re-investigated just like Best Bakery case,” he said.  “We had demanded to handover the case to CBI, but the then chief minister S M Krishna and home minister Mallikharjuna Kharge had promised justice through Sessions Court. In 2006, the Kolar Sessions Court acquitted the accused. Though Yeddyurappa and Kumaraswamy government filed petitions in the High Court, after a long wait, we have got the same result. The landlords ‘celebrated’ the decision of HC by bursting crackers and Dalits are under fear. In 1998, four police personnel were killed in Bilandalli, but nobody was punished. Administration is under their control in that region,” he said. These kinds of Judgements affect one’s faith in judiciary.

Panchyat Raj Act amendment : Mavalli Shankar said that a round table conference will be held to discuss about the amendment of Panchayat Raj Act, in the third week of September in Bangalore. Experts will take some decisions and they will be recommended to the committee  formed by the government for the purpose, under the chairmanship of former speaker Ramesh Kumar. Meanwhile, he said that Atrocity Act should also be amended. Bail should not be granted during the circumstances of doubt and compensation should be given properly under the Act.

Single window system  :  The Dalit leader welcomed the government’s decision on forming a separate Act for the implementation of Special Unit Project. But, to collect over Rs 15,000 crore which is earmarked for the development of poor, there is a need of singlewindow system or separate directorate.  He said that in Dakshina Kannada and Udupi districts, DC Manna land is with influential persons. The government should seriously consider the 15 years of struggle and the land belonging to poor, should be with them. Meanwhile, he alleged that issue of fake caste certificatea is working as a network and more than 30,000 fake caste certificate issuing cases have been registered in the State.
