Congress to dedicates MLC poll victory to People, felicitate workers on Jan.23

Mangaluru, Jan 16, 2016:  Ahead of Zilla Panchayath election scheduled next month Dakshina Kannada District Congress Committee for the first time organised massive convention to felicitate its workers on January 23 Saturday in Mangaluru.

This was announced by Rajyasabha MP and AICC general secretary Oscar Fernandis and District Congress Committee president and Forest minister B.Ramanatha Rai here in the city on January 16 Saturday.

Press meet, attended by large number of congress leaders, was especially called to dedicate the hard earned victory in the elections to the Legislative Council from the local bodies’ constituency in Dakshina Kannada and Udupi held last month to the general public.

The congress government in the state taken revolutionary steps in decentralisation and empowering the PanchyatRaj system by amending Acts in accordance with the recommendation of Former Speaker Ramesh Kumar committee, Oscar Fernandis said interacting with the media.

The new Act has allowed 20% funds given to the panchayats to be untied. This means, the panchayat can decide where that money should be utilised and for what purpose, based on recommendations by the gram sabhas. The bill also accepts the recommendation to set up habitation sabhas, ward sabhas and separate gram sabhas for women, children, artisans, physically challenged, and so on, Fernandis said.

Fernandis choose not to mention that the provisions of the amended Act will bestow the status of a State Minister to presidents of zilla panchayats. But, later Fernandis told that he pointed out the major changes directly benefits the general public than elected representatives. It may recalled only Chief Minister Siddaramaiah and RDPR minister HK Patil strongly stood infavour of Ramesh Kumar recommendation on this issue where some of the legislators opposed this move of the government on the floor of the house.


Re-elected MLC Pratapchandra Shetty, MLC Ivan D’Souza, MLA JR Lobo, Mangalore Mayor Jecinth Vijay Alfred, AICC member PV Mohan and others were present. Urban development minister Vinay Kumar Sorake later joined sumptuous dinner.
