Confusion over Form 9 and 11: Bhandary

Mangaluru, May 24, 2015 : Former MLC Monappa Bhandary has said confusion with regard to Form 9 and 11 of Karnataka Panchayat Raj Rules continues even after the State government claimed that it has simplified the procedures.

Briefing reporters, on May 23, Saturday, he said that officials are not aware of what has been simplified. No details on the simplification of process are available. However, District-in-Charge Minister Ramanath Rai and MLC Ivan D’Souza have claimed the State government had simplified the process of buying and selling of land, thereby indulging in spreading false statements.

He said few projects like mini vidhana soudha, ITI, colleges which were sanctioned during BJP term in Bantwal taluk, but  the minister is claiming credit for the projects.  Pictures of Chief Minister Siddaramaiah on packets of palm oil and salt provided to BPL families exist in the PDS at Neermarga. The images could influence voters and is clear violation of model code of conduct. I have spoken to Deputy Commissioner, who, in turn has promised to stop the materials, Bhandary said. Stating that the Congress led State government has failed to deliver the promises in the last two years, he said Congress is engaged in levelling allegations against the BJP.

BJP supported candidates will have an upper hand in the gram panchayat polls. Already, a total of 68 BJP supported candidates in several gram panchayats in DK have been elected unopposed. This is also an indication that the rural voters will favour the BJP backed candidates in the election.
