santhosh hegdeJuly 5: Lokayukta Justice Santhosh Hegde on Sunday said that he wished to beg the forgiveness of Governor Hansraj Bharadwaj for failing to let him know about the withdrawal of his resignation before making it public.

The Lokayukta said: “I am sorry that I told the public that I have decided to withdraw my resignation without first informing the governor.” He said that he would personally meet the governor as soon as he returns from Hassan and explain the circumstances that made him withdraw his resignation.

He further explained that he could not meet the governor on Sunday because a number of reporters were standing in front of his house. He could not even meet him on Sunday because it is an official holiday; moreover, the governor was not in the city, he said. The Lokayukta said that he would beg the pardon of the governor as soon as he returns to the city.

Some people wanted to know if he withdrew his resignation just because a man who is one of the chief accused in the Babri Masjid demolition case told him to do so. The Lokayukta refused to respond to this and said they were “free to draw their own conclusions.”

Later at the M. S. Krishnan memorial lecture, the Lokayukta said that bureaucrats, and not politicians, should be given the power to transfer officers. Referring o the report of the comptroller and auditor general, he said that a sum of Rs 51,000 crore earmarked for 8 central government schemes were not accounted for in 207 - 08. Four of these schemes were the mid-day meal scheme, water supply scheme, Pradhan Mantri Gramin Sadak Yojana, and the integrated child development programme. He also said that criminal cases were registered against 150 MLAs in 2009 while 412 MLAs were found to have criminal records.
