Mangaluru, Apr 12, 2016: DK DC Adoor B Ibrahim has constituted committees to monitor the safety measures taken at the fire cracker units functioning in Dakshina Kannada.
The decision to constitute committees, which will be led by the assistant commissioners of Mangaluru and Puttur, has been taken following an explosion during a firework display at a temple at Paravur in Kollam district of Kerala, which claimed more than 110 lives and left hundreds badly injured.
The DK DC, who convened a meeting of the city police commissioner, superintendent of police and fire service personnel on Apr 11, Monday, said that there are seven fire cracker manufacturing units in the district. “They are situated at Bajpe, Kulai, Nekkilar, Amtadi, Kamblabettu, Paduperar and Venoor. The committee should visit the units and submit a detailed report on the safety measures taken in the units within a week. If the public have information on the functioning of any unauthorised units in the district, they can inform the same to the officials concerned at the deputy commissioner’s office, the city police commissioner’s office and the office of the superintendent of police. The district administration will initiate strict action against such unauthorised units,” he added.
Validity of licences : The DK DC also notified that those who have already taken licences for storing and selling fire crackers have to renew the licences by obtaining no objection certificates (NoC) from the authorities concerned. The application for licence renewal should be submitted within a week, the officer stated.
He also said that people who would like to hold firework displays during temple fairs, marriage and other ceremonies should seek permission from the assistant commissioner 10 days prior to the event. “The application should clearly mention the place where the firework display will be held. A map of the place, a passport size photo of the applicant, NoCs from the Police Department and Fire Service personnel, a fee of Rs 500, a testimonial on the safety measures taken to avoid any mishap, the names, address and photographs of those who will work on firework display, and permission letter from the owner of the land, if the on a private land, should be furnished along with the application,” the officer listed out.
“The applications seeking permission should be submitted under the Explosives Rules 2008. If anyone is found displaying fireworks without obtaining permission from the assistant commissioner, then action will be initiated against them under the Explosives Rules 2008,” the DK DC warned. It only warrants that all matters can be properly regulated and controlled if proper and transparent systems and rules are applied in all matters for the good of general people.
