Mangalore, Apr 1: Deputy Commissioner V Ponnuraj told reporters that the people of Mangalore will be given unique property cards within a year after a survey conducted under the state government’s Urban Property Ownership Records (UPOR) project. The DC said that Mangalore is one of the five cities in Karnataka that have been chosen for the UPOR project, the other cities being Hubli-Dhaward, Mysore, Bellary, and Shimoga. The city survey is obligatory on the part of the Commissionerate of Survey, Settlement, and Land Records as per the Karnataka Land Reforms Act of 1964, said the DC.

The DC further informed that the city survey will be conducted under the public-private-partnership (PPP) model. Navayuga Spatial Technologies Consortium is the private company, which will handle the project for a period of 6 years as per the Build, Own, Operate, and Transfer (BOOT) model. The field work done by the company will be validated by the state government. The focal authority will be the deputy director of land records (DDLR). 

The purpose of the UPOR project is to create a comprehensive database of all properties in Mangalore. It is “a process of confirming the presumptive property title and providing a conclusive property title of all urban properties.”  

DC Ponnuraj also said that the project will be undertaken within the limits of the Mangalore City Corporation (MCC), which comprises 32 of 118 villages in Mangalore Taluk. The project commenced on December 2009, and the private company has already created the initial control network facilitating the procedure of making a detailed survey of properties. Property cards will be available within a year, said the DC. 

Families who live in flats are also eligible to receive property cards, assured the DC, explaining that property details will include all spatial details such as the area, number of floors, rights on the property, mortgage, lease, ownership, easement, history of transactions related to the property. 

The first phase of the survey will include the serving of a notice to all property owners within MCC limits. This will be followed by the collection of property documents to facilitate the establishment of ownership details. Before issuing property cards, identification of property boundaries, title enquiry, and measurement of property coordinates will be done to finalize ownership of property. 

Mangalore has been divided into 17 sectors and 4 zones for convenience. The DC said that 67 primary control points, 160 secondary control points, and 8,323 tertiary points have been established for reference. 

In response to a query, the DC said that serving notices and carrying out enquiries of property owners who work abroad will take much longer. However, all will be given equal opportunity to make their claims, he added.
