Pointing out that the higher education level in India is only 12.4 percent when compared to the 50 percent rate in developed countries, Prof Murthy said that efforts should be made to bring the level of higher education to 20 percent in the following decade by establishing 800 universities and 35,000 colleges. Mangalore has only 480 universities and 22,000 colleges at present, he informed. Speaking in appreciation of the central government, he said that it has implemented a number of educational programmes and schemes in its 11th Five Year Plan.

Expressing regret over the fact that most private institutions, which set up schools and colleges, later convert them into commercial units, he urged educational institutions to stick to their aim and to help the government to establish more educational institutions. Informing the audience that Mangalore University has approved the establishment of 14 new colleges in Mangalore, he said that the newly inaugurated Milagres First Grade Degree College is one of them.

Bishop of Mangalore Diocese Rev. Dr. Aloysius D’Souza presided over the event and said that the Christian educational institutions of Mangalore work chiefly to provide education to all irrespective of caste, creed, class, and religion, owing to which the Milagres institution, which began with a mere primary school, expanded into a high school; and now it is has become a college. The Mangalore Diocese comprises 300 educational institutions with 80,000 students and 2,000 staff members, he said. The main objective of the institution is to provide value-based education to students; still people complain of religious conversions within the institution, he said. He also pointed out that the number of Christians ought to increase if conversions are taking place, instead it is decreasing.

Rev. Walter D’Mello, the parish priest; Marshal Monteiro, the convener of Milagres Centenary Jubilee Committee; Prof. Lawrence D’Costa, the president; Rev. Wilson D’Souza, the secretary of the Catholic Board of Education; Alvin Rosario, the vice president of the Parish Pastoral Council; and Jerald Pinto, the secretary; were present at the inauguration ceremony.
