Police set to super-empower constables with new beat system, DK SP

Mangaluru, Mar 29,2017: In a new strategy expected to ensure women  and men  in khaki have their ears to the ground, DK district police is all set to roll out revamped beat/patrol system from April. Under this system, a police constable/head constable respectively will  be put in-charge of a particular village. This system will make the police constable/HC points man for everything that transpires in the village, making them more answerable for more  than the general duties they perform.

Termed ’Halligobba Police’ (police man for each village) by Superintendent of Police Bhusan Gulabrao Borase, this system also entails setting up 50-member broad based all-encompassing committee that will meet once every month. This committee will have representation from all section of society and will assist the beat constable with any issues that may require attention of authorities concerned, police included, SP informed stakeholders at the monthly SC/ST meet held March 28, Tuesday.

Policemen at the constable level are allotted general duties and lack specialization in various aspects of policing. "We found this during the general counselling held for the constables  during their counselling for promotion," he said. Usually, PIs and PSIs tend to favour a select few police personnel in police stations for specialized duties and others are given general duties and majority of them tend to do the same for a decade or two.  Most new recruits at level of police constables better educated, they definitely can shoulder responsibilities expected of them in the new system, SP said. This is also part of the people friendly policing that the state police top brass is focusing on, he said. The beat constables by remaining in constant touch with the committee members will be able to envisage trouble in advance and can be addressed suitably at the initial stage rather than allow it to be a major issue.


The new system will empower the police constables to play a greater role in the department. In making them responsible for all activities that police perform such as passport verification, warrant execution, police constables will get the chance to be in sync with the broader role the department expects of them, SP said. Once the police unit gets 160 new trained recruits by August, the concept of ’one police personnel per village’ will be truly functional.
