Mangalore, Nov 18: “The Public Works Department (PWD) building is a public utility building; but it is partly owned by the Forest, Agriculture, Health, and Information Departments. The owners of the PWD, therefore, must maintain the building,” said Gopal Naik, the executive engineer of PWD to a group of media persons.

The press meet was organized on Nov 18, Wednesday, at the PWD office, as a result of District In-charge Minister J Krishna Palemar’s visit and comments on the poorly maintained PWD premises.

Naik informed press people that the Forest Department has a grant of Rs 14.41 lakhs in the PWD building; the Agriculture Department has Rs 7.29 lakhs; the Health Department has Rs 10 lakhs; and the Information Department has Rs 4.2 lakhs. According to Sections 175 and 176 of Karnataka Finance, the owners of a structure must maintain it.

He further stated that repairing or refurbishing the PWD building can be done either by the PWD or the other departments after receiving the permission of the PWD officer. He stressed the importance of cleaning and maintaining the PWD premises.

Palemar’s proposal not only includes maintenance, but also public sanitation. The maintenance of the staircase and 7 offices of the public utility structure and inter-locking the premises of the entire building is a project that will cost around Rs 17 lakhs. The cost of refurbishing the flooring and painting all the offices will cost Rs 10 lakhs. He said that this proposal will soon be submitted to the government.

He also requested respective officers to take the responsibility of regular cleanliness and maintenance after the complete refurbishing of the utility building is done.

Commenting on asphalting the roads, he said that not a single road has been constructed as per the design. The government has sanctioned Rs 17 crores for the repair of roads and infrastructure as preparation for the Tulu Sammelan.
