Mangalore, Nov 10, 2011: Acceding to the Karnataka government’s request for the protection of livelihood of traditional manual sand miners, Union Ministry of Environment and Forest on Wednesday decided to allow manual sand mining in rivers and streams in the coastal areas of the State.  The move it likely to give the much needed relief to construction activities in coastal areas of the State.

The Ministry, which relaxed its earlier stringent conditions imposed on removal of sand from rivers and river beds in coastal areas, said that only sand mining through manual means (using non mechanised dingies or small boats using baskets/buckets by human brings) will be allowed in specific areas identified by a high level committee headed by Deputy Commissioner of respective districts.

Those who engage in sand mining should register themselves with concerned authorities and they should remove sand only in identified areas in the river or river beds. The committee should also decide about the specific period for sand mining on yearly basis and as well as quantity they can extract.

To ensure that sand removers adhere to these conditions, the environmental officers at district have been asked to monitor their activities and submit report to the Deputy Commissioner from time to time. However, while permitting sand removal, the district authorities have been further asked to ensure that manual sand miners should not harm the eco-sensitive zones, fish migratory and breeding areas.
