Mangalore, Mar 31: Although the opposition walked out of the general meeting, the Mangalore City Corporation (MCC) presented a surplus budget of Rs 2.25 lakh for 2010 – 11 on March 30, Wednesday. As per the budget, the MCC expects revenue of Rs 175.76 crore and expenditure of Rs 175.74 crore. 

Roopa D Bangera, the chairperson of the tax, finance, and appeal standing committee, presented the budget during the general meeting of the MCC, chaired by Rajani Dugganna, the mayor of Mangalore. The members of the opposition Congress objected to the very method of presenting the budget during the MCC’s general meeting. Mariamma Thomas, the independent corporator, pointed out that the budget should have been presented as per Section 168 of the Karnataka Corporation Act 1976 and not as per Section 166 as mentioned in the budget report.

The BJP retaliated by saying they were presenting the budget as per rules and regulations and permitted Roopa Bangera to present the budget. The opposition Congress walked out of the meeting as soon as the budget presentation commenced. 

According to the budget, Rs 45 lakh has been earmarked for supplying drinking water through tankers in summer. The MCC has signed a contract of Rs 48.21 crore with the Karnataka Urban Water Supply and Sewage Board for constructing a new vented dam across the River Nethravathi at Thumbe in which the MCC has reserved Rs 7 crore. 

Commissioner K N Vijay Prakash said that a Delhi-based agency will implement a continuous water supply scheme in chosen wards on a trial basis. The scheme will later be extended to other wards. 

A sum of Rs 1 crore has been earmarked for the computerization of all sections of the MCC; and Rs 12 crore has been allocated for development work within the limits of the MCC. 

Rs 30 lakh has been earmarked for a scheme called “Kuteera Bhagya,” which includes the repair of houses of people below poverty line; and Rs 20 lakh has been allocated for “Kuteera Jyothi,” a scheme that provides electricity connection for below poverty line backward class families. 

Rs 10.42 has been set aside for the implementation of the three-package solid waste management project, which has already received the government nod. 

Rs 5.01 crore has been earmarked for land acquisition processes, of which Rs 4 crore will be spent on acquiring land near the Old Bus Stand in Hampankatta for a multi-level car parking and commercial complex. 

Rs. 7.41 has been earmarked for the repayment of loans taken from the Asian Development Bank in 2010 – 11. The MCC has borrowed Rs 397 crore from the ADB for its water supply, UGD, and solid waste management projects, which has to be repaid by 2025, starting from the new fiscal year. 

Funds of Rs 23 crore, Rs 50 crore, Rs 1.54 crore, and Rs 20 crore are expected from the SFC, the CM’s special grant, salary grant, and the state government for the payment of electricity bills, respectively. 

A list of MCC’s new initiatives is as follows: 

Integrated Voice Recording System (IVRS) for the redressing of public grievances: Anybody living within MCC limits can record their complaints on 2220344 or the toll-free number 155313. 
 
Development of “Asha Chavadi,” a separate counter to receive applications from senior and physically challenged citizens.
  
Formation of a coordination committee to look into the affairs of different MCC departments, which will meet every month.
 
Rejuvenation of natural tanks and ponds, New Entomology Cell along with the existing Malaria Cell, Efforts to ban black plastic bags within the MCC limits, Tatkal scheme to obtain birth and death certificates instantly.

Special SC/ST schemes under 22.75 pc scheme (for which Rs 2.28 has been earmarked): These schemes include reconstruction of the quarters at Jeppu Mahakalipadpu, renovation of Kudmul Rangarao Bhavan in Bejai Kapikad, and development of colonies in Viveknagar, Ballalbagh, Chilimbigudde, Urwa Market, Boloor, Sooterpet, Hosabettu, and Surathkal by providing required infrastructure
