Mangalore, Oct 29: Owing to the opposition against flaws in the existing system of collecting water bills, the Mangalore City Corporation (MCC) has decided to invite fresh tenders.

Making the announcement during the monthly MCC meeting, which was held on Thursday, Commissioner Dr. Vijayaprakash said that the move has received the government nod and that fresh tenders will be called taking into consideration the various flaws in the water bills issued by Prasanna Technologies, which is currently in-charge of water billing in Mangalore. The re-tendering procedure will be completed in 20 days.

Corporator Shankar Bhat said that a survey reveals 70,000 water connections in MCC limits, out of which only 60,000 connections receive bills, but only 30,000 of them actually pay the bills. He also revealed that a team, which had visited Mangalore to study its water supply system, said that water worth Rs. 5 lakh is wasted owing to leakage and illegal water connections from Thumbay to Mangalore.

Corporator James D’Souza spoke of the need to investigate illegal water connections from Thumbay vented dam. Opposition members Ashok D. K, Deepak Poojary, and Shashidhar Hegde urged the MCC to get the illegal connections disconnected at the earliest possible. Stating that several residents receive faulty water bills, they said that the MCC does not take action even when they submit applications to set them right and demanded that the MCC should solve the faulty water bill issue as soon as possible. Corporator Naveen D’Souza urged MCC to blacklist Prasanna Technologies.

Dr. Vijayaprakash suggested establishing a call centre to resolve complaints related to water bills and water supply. He suggested that setting up an ATM kiosk will enable residents to pay water bills directly any time of the day. He also said that Rs. 120 lakhs has been collected from Ullal alone to supply drinking water from Thumbay.

Vijayaprakash also said that MCC has approved a proposal to constitute an enforcement cell comprising police personnel. The cell will deal with cases of building bylaw violations, encroachments and parking issues.


The cell will comprise a police sub-inspector, a head constable, four constables and two armed constables. The Police Department will depute them to the cell with legal powers and the corporation will pay their salaries.

An agenda note placed to this effect at the meeting said Minister for Urban Development S. Suresh Kumar at a review meeting here on June 9, 2010 asked the civic body to constitute such a cell.
