Governor returns file on Mangalore University Vice Chancellor

Mangalore, Feb 5: Governor H R Bhardwaj on Thursday returned the file sent by the state government on appointment of new vice-chancellor to Mangalore University.

The Governor has taken objection to the government’s move of sending only a single name in its submission note instead of a panel of three as specified by law.  “The government has not sent the panel of three persons whose names were submitted by the government by the search committee. Instead the government has forwarded only one name of Prof B Thimme Gowda”, the Governor, who is also the chancellor of all universities in the state, said in his notings.

“It is a serious illegality that the chancellor has been deprived of his role in appointment of vice-chancellor and it is difficult to apply the mind on the basis of merit, equity and social justice unless other names have also been sent in the submission note. I do not approve the single name sent by the government”, the Governor has stated while returning the file.

The Governor noted that as per section 14 (4) of Karnataka State Universities Act 2000 requires the chancellor to take a decision keeping in view the merit, equity and social justice and thereafter the concurrence of the state government is required.

“The submission note has foreclosed the application of mind of the chancellor because the name of two other candidates -  Prof Abdul Rahiman and T C Shivashankara Murthy have not been included in the panel sent by the government to the Chancellor”, the Governor noted.

Section 14 (4) of KSU ACt 2000 states that the search committee shall submit to the State government a panel of three persons who are eminent academicians in alphabetical order. The State government shall forward the panel to the chancellor who shall, keeping in view the merit, equity and social justice and with the concurrence of the state government appoint one person from the panel as vice-chancellor.
