The decision, however, is in direct opposition to the state government’s directive instructing seven government degree colleges coming under the Mangalore University to introduce PG courses from 2011 – 12.

Prof. T. C. Shivashankar Murthy, the vice chancellor of Mangalore University, addressed the second special meeting of the council in the Senate Hall, and said that this decision has been taken based on the recommendation of the committees formed to examine the various facilities at the seven degree colleges.

According to these recommendations, the council has permitted five colleges to start six PG courses although seven colleges had requested permission to start 17 PG courses. The council has not permitted the launching of 11 PG courses by six colleges. The council has denied permission to Government First Grade College Hebri and Government First Grade College Bantwal. However, permission has been granted to Rukmini Shedthi Memorial National Government First Grade College in Barkur to introduce PG courses in maths although the college had requested permission to introduce PG courses in economics, physics, psychology, maths, and information science.

The council has granted permission to Manjunath Pai Memorial Government First Grade College of Karkala to start M.Com course and to Government First Grade College Vittal to start MSW and MA Kannada courses, but has declined this college’s request to launch MCom course.

The Government First Grade College of Uppinangady has received permission to introduce MCom course, but not to start MA Kannada courses. The Government First Grade College of Kushalnagar was denied permission to start MA political science, but was permitted to start PG course in sociology.

Speaking about the council’s reasons to deny permission to these colleges, the VC said that these colleges lack the required faculty members and infrastructure to start these courses. The council has also rejected Joint Director Nataraj Urs’s suggestion to extend MCom and MSW seats in Barkur College because the college has no infrastructure to teach its present students and is therefore incapable to teaching more students.

He also said that these colleges have been granted permission to start PG courses under certain conditions. The government had set down certain rules regarding the introduction of PG courses and the university cannot break those rules. These colleges will be granted permission to start PG courses if they improve their infrastructure, he said.

He also said that the university will send an order to these colleges on Aug 26 and the colleges will have to complete admission procedures within the next 10 days. The VC has suggested that the colleges complete the syllabus by engaging classes on holidays.
