DPCA has got just 30 complaints in two years, says ACP

Mangaluru, Mar 5,2016: The District Police Complaints Authority (DPCA) was set up in Dakshina Kannada district on January 4, 2015, it has received only 30 complaints, said Assistant Commissioner of Police Valentine D’Souza.  Six complaints have been solved in the meeting on January 30, 2016 and the 24 complaints filed after that are pending, the officer added.


ACPHe was speaking at a workshop on ’Fundamental duties and Police Complaints Authority,’ jointly organised by District Legal Services Authority, Political Science Department of University College and Information Department at University College on March 4, Saturday.

Stating that the DPCA can conduct inquiries on complaints of atrocities by police officers below the rank of Deputy Superintendent of Police / Assistant Commissioner of Police, D’Souza said the complaints pertaining to atrocities by police officers above the rank of DySP / ACP should be addressed to State Public Complaint Authority, whose office is in Room No 36, Ground Floor, Vikasa Soudha, Bengaluru (Ph: 080-22386063).

He said that the DPCA receives very few complaints as most complaints are solved at the police stations itself.

The DPCA office is in the police commissioner’s office in Mangaluru (0824-2220821) and the deputy commissioner is the head of the DPCA while the police commissioner is a member-secretary. The other members include the superintendent of police, the DCP (Crime), S K Prabhakar Sharma and retired principal Abraham Varghese, said D’Souza.

Fourth Additional District & Sessions Judge N V Bhavani stressed on the need to create awareness on fundamental duties. Being a citizen of India, every person has several rights, duties and responsibilities and should know them, she said.

Advocates’ Association President S P Chengappa too stressed on the need to know the law while resource person Dr P Ananthkrishna Bhat explained the need to know the Constitution and fundamental rights as well as duties.  University College principal Dr Uday Kumar presided over the programme; information officer B A Khader Shah welcomed the gathering.
