DDMA issues show-cause notice to ISPRL CM Vijayananda

prabhulinga kavalakatti may 29 1Mangalore, May 29: The DK District Disaster Management Authority (DDMA) has issued a show-cause notice to S. Vijayananda, the chief manager of Indian Strategic Petroleum Reserve Limited’s (ISPRL) Mangalore site, for violating Disaster Management Act 2005.

According to Prabhulinga Kavalikatti, the assistant commissioner, the ISPRL has violated rules by failing to inform the district administration about the blast that killed 3 people and injured 4 more at its construction site at Kalavaru on Thursday.

DDMA Chairman N. S. Channappa Gowda was out of station when the accident occurred. Mr. Kavalikatti says that the ISPRL authorities should have informed him about the incident as he is the CEO of DDMA; moreover, Vijayananda’s mobile was out of reach when Mr. Kavalittai tried to call him. Mr. Kavalikatti wants to know immediately why Vijayananda did not inform the DDMA when the rules clearly dictate that he ought to have.

Although the notice was served on May 27, the ISPRL authorities have not yet responded.
The DDMA’s show-cause notice is the second blow to S. Vijayananda, who already has a case under Sections 304 A (death by negligence), Section 336 (endangering life and personal safety of others), along with a number of other sections of the Explosives Act 1884 of the IPC registered against him.

The case is currently being investigated by Panambur Circle Inspector Valentine D’Souza.
