Manipal, Sep 11, 2019: Even as scamster Sam Peter is cooling his heels in police custody, photos have surfaced in social media showing how he was the master of the game of conning people. A set of photos recently leaked to social media shows an impeccably dressed Sam Peter getting a royal welcome from the top brass of Manipal University. Sam Peter typically used to pose as a top officer of National Crime Investigation Bureau and then use his exalted position to blackmail and extort money from his victims. He even roamed around in a plush SUV bearing fake government insignia.

In the newly leaked photos, he is seen hobnobbing with Dr. H. S. Ballal, Pro Chancellor, Dr. Vinod Bhat, Vice Chancellor and other high ranking functionaries of Manipal University. One of the photos even shows an LCD screen with welcome banner describing Sam Peter as ‘Director – Social Crime Cell’ of National Crime Investigation Bureau. It is not known when the visit took place and what the purpose of his visit was. Whether he had succeeded in making a profit from his visit is also not known. Being from ‘Social Crime Cell’ he had possibly found some excuse to do with student activities or drug abuse to impress the bigwigs of Manipal.

Sam Peter’s body language, dress sense and the way he conducts himself clearly shows how adept he is at fooling people. It is surprising that the university acted so gullible and did not exercise due diligence or background check before allowing him into the campus. Their beaming faces show how mightily the Manipal top brass was impressed with Sam Peter who looks absolutely passable for a high grade IPS officer.


National Crime Investigation Bureau however is not a government law enforcement agency, despite its official sounding name. On its website it claims to be “an NGO Working as Criminal Information provider agency. We are not Investigation Agency. We have no tie-up with any Central / State Govt. Department / CBI / Police, MHA etc.” From its outwardly appearances, it seems like a club or voluntary organization for people who have passion for pseudo police work.


Mangaluru City Police had nabbed Sam Peter about three weeks back along with seven accomplices. They had been arrested after police noticed their suspicious behavior during a routine checkup of vehicles entering the city. A gun with live cartridges, a lap top, several mobile phones and other tools of the trade had been confiscated from the gang. 

Police Commissioner P.S. Harsha had told reporters that Sam Peter whose real name is Antony hails from Kavnad in Koilandy, Kerala. He is said to figure on CBI’s most wanted list and has over 14 cases against him in different parts of the country. Most of the cases pertain to fraud and cheating. Some supporters of a Godman belonging to local GSB community is also said to have engaged him for dealing with a rival Swami of a math belonging to the same community.

Manipal University officials were not available for comment and this report will be updated with their clarification if and when it becomes available.

I think his daughter is studying there....he had been absconding from wardha fooling dozens of people here....here he was posing as CRPC director(Citizens Right Protection Cell). We were also one of his victims....he even has not left church....A criminal habitual hardcore cheater....he must be punished heavily n we should b able to recover our hard earned money....I still wonder where is his family hiding because they are equally involved with this fraudster.....They should also b nabbed....
