Mangaluru, Dec 30 2017: Issuing a set of guidelines for New Year celebrations, City Police Commissioner T R Suresh said that   All New Year programmes inside the premises of hotels, restaurants, clubs, resorts and various organisations should end by midnight,

T R Suresh The outlets selling liquor beyond the permissible time should take permission from the Excise Department. A copy of the permission should be submitted to the nearest police station. Even after obtaining permission, they should end sales by midnight.

The authorities have banned smoking and consuming alcohol in bus stands, parks, stadiums, railway station and other public places in the name of New Year celebrations. Owners of hotels, restaurants, clubs and resorts who wish to organise New Year celebrations in their premises should seek prior permission from the City Police Commissioner’s office before 4 pm on December 30. Strict action will be initiated against those who fail to seek permission and organise New Year celebrations.

In the name of New Year celebrations, students and youth should not engage in indecent behaviour on the road. Those who indulge in indecent behaviour will be dealt with sternly. Use of loudspeakers during celebrations should also be within the permissible limits under the Noise Pollution (Regulation) Control Rules 2000. The organisers should ensure that no untoward incidents occur during the celebrations, he said.

The city police commissioner said that hotels, bars and restaurants should not serve liquor to those below 18 years of age. Their admission for the celebrations should be allowed only if they are accompanied by parents/guardians.

In the name of cultural programmes, any indecent, semi-nude, nude dances and gambling is banned. A task force has been set up for the safety of women especially those who are heckled in the name of exchanging new year wishes.

A team has been constituted to check driving in an inebriated state across the city. The police have set up an action force to monitor the celebrations across the city. He cautioned the youth against indulging in wheeling and drag racing.

In addition, the police have formed a team to crack on those miscreants who create a nuisance with women by behaving indecently.

The Police Commissioner said that consumption of alcohol, gambling and nude dance on beaches have been banned. The bursting of crackers is also banned. The organisers would be held responsible if any untoward incidents occur in the name of New Year celebrations. The organisers should take precautionary measures including fire extinguishers on their premises, the Commissioner said.
