Govt takes tough stand on ‘staged killing’ report

New Delhi, Nov 27, 2015: Taking a tough stand, the Centre on Thursday informed the Supreme Court about its reservation over the Justice Santosh Hegde Commission report on the alleged 1,500 extra-judicial killings in insurgency-hit Manipur.

In 2013, the SC had constituted the three-member panel to probe the allegations of extra-judicial killings. The panel’s prima facie finding supported the petitioner’s case that most of the alleged killings were ‘stage managed’.

Appearing for the defence ministry, attorney general Mukul Rohatgi informed a bench of Justices Madan B Lokur and UU Lalit that the Centre was ready to appoint fresh Court of Inquiries (CoIs) into the killings but would not take action based on the panel’s report.

The CoIs will have senior army officers drawn from other regions, he added.

But, the bench wondered why the government had not taken any action so far.

Rohatgi countered saying that if there were no credible allegations, “we don’t need to hold a CoI.” Even the court-appointed panel has not made any specific allegation against individual army personnel and the findings were general in nature, he said.
