His private member resolution was to come up for discussion in the Rajya Sabha on Friday but it could not be moved as the House was adjourned due to protests on several issues.

"There is no mention of the Northeast in the national anthem. It is an important portion of the country. But it mentions Sindh, which is presently part of an enemy country. That is why I wanted the issue to be discussed in Parliament," Bora told DH.

According to Bora’s resolution, Dr Rajendra Prasad, India’s first president, had said that the national anthem could be altered.

"The then president of India, Dr Rajendra Prasad, had made a statement in the Constituent Assembly on 24th January, 1950 that the composition, consisting of the words and music known as Jana Gana Mana is the national anthem of India, (and is) subject to such alterations in the words as the Government may authorise as occasion arises," it said.

Another resolution listed for discussion but could not be taken up was that of Congress MP Jairam Ramesh, who wanted the division of Uttar Pradesh into four states for "more effective governance and to give a boost to the accelerated development of some of the poorest and backward parts of the country".

In his resolution, Ramesh said the projected demographic situation suggests that the state’s population is likely to almost double by the middle of this century.

"There are enormous complexities in governing a state like Uttar Pradesh with 75 districts and over 800 blocks, 52,000 gram panchayats and one lakh villages. The disparities have persisted in the development of social and physical infrastructure across the well-defined ecological and cultural regions of the state," the resolution said, adding that the advantages in administering smaller states have been demonstrated in practice.
